you didn't read/understand it correctly

it says current for certain applicants.
To my understanding, for example 1000 applicants in other workers category with PD earlier than 10/2001. they filed 485 in June because PD is current for them. say 800 filed before 6/5, 200 filed after 6/5 but before 6/30. CIS decided the 800 485's have already exhausted visa number. although cis should take the 200 because they were filed within the month when PD was current, they decided to reject those 200.

if this info is reliable (generally reliable if it is from AILA), the same thing can happen to July all current situation.
