Urgent help for H1 transfer

I got layoff three month ago. After layoff I changed my status from H1B to F2. I got receipt from USCIS, and still in pending process. Now I get an offer from another company. I have some questions:

1. What's my current status? H1B or F2?
2. Should I ask the company to apply for H1b transfer, or petition a new H1?
3. Can I start to work after I the petition, or I have to wait for its approval.

The company needs these information. It is very urgent for me. Please give me help. Thanks a lot.
