you are in gap status. you lost your h1b the day you were laid off. you haven't got f2 approval.
you can not transfer because you are currently not in a valid h1b status.
you should file new h1b with premium process (discuss this with your lawyer, it may backfire, see below). and withdraw f2 app. make sure you document fully for your f2 withdraw. you don't want f2 approval after h1b approval.
