a little complicated question needs answer please

My niece and nephew are going to apply F1 visa by using summer school's I-20 forms. Because They are only 15 years old, my sister wants to accompany them to US. (My sister has no intention to stay here.) They are not planing to mention me. We think it may make sense and has better chance to get visa for the kids, although the school has fairly good program to take care of the kids.

Question 1: What kind of visa should she apply? Can she apply visa and got to the intereview together with my niece and nephew?

Question 2: Can 2 kids apply visa and interview together? (They plan to come together to same school with same schedule. ) If yes, the procedure of making appointmenr will be the same?

Question 3: Anybody has experience on this?
