Yes you have to serve copies of summons and complaint to local USA office (address to Civil Process Clerk) and send another set of copies to US Attorney General. These are required by FRCP on how to serve US government defendants.
After serving all defendants and above two office, wait for your return receipts or print out from USPS website and file proof of service with the court. Wait for couple weeks and start contacting US Attorney office and get in touch with AUSA. Meanwhile, read as much as possible on the web especially the immigrationportal thread and prepare for the worst scenario.
