485 RFE: TB test

A friend got a RFE on 485 because the doctor did not do the TB test. she only has the X-ray results.

The doctor told her that she could chose to either do the x-ray directly, or do the TB test and x-ray if the TB test is positive. Was the doctor right?

Is the TB test required?
