why I am so unlucky

NC for 2 years ,did wom and all letters to first lady ,and senators but seems that I am very unluck ,none of these work .Today I got a letter from FBI saying they have a lot of case need to do , they have to get accurate and thorough result regarding my NC, what does that mean?my understanding is that just explain that dont blame them no matter how many years I have to wait .
