You must have a very complicate background. Work in sensitive place in China and EB1A or NIW? Based my statistic, most NC stuck for EB1A, EB2, and NIW. Most EB3 have no problem on NC. But they have big problem on LC.

You are not unlucky, you are just one of EB1a or NIW. That is my understanding.
