Here is my draft. Also, you can easily find some other drafts in this forum. Actually, I used one which I found here as the baseline of mine.

Key point is to express your request CLEARLY, do not put it too long. As long as it is understandable, it is fine. I believe, no officers will judge whether he/she will help us, based on whether our writing is beautiful.

The ones to senator or congressman are very similar. Again, I recommend to drop by their offices, which should be better than communicating by e-mail or letter for the first time.
