too busy. it is the politicians' job to help his or her local people (tax payers).if they can help you, it doesn't matter if you are citizen or not. you can still try with your area.
the reason i said about major city it's because there are too many back log files. and too many politicians bothered the immigration so that the immigration has no choice but to reject them politely also.
especially now a lot US soldiers overseas can not become citizens, some even died without a Citizenship. the military officials complained to Immigration too. that is the reason they will not bother with polititian's small case.
but if the local immigration don't have too many files, i am sure local congressman can help. write to them is the key, they will not talk anything over the phone before putting things on paper.
