Urgent... fail in getting visa in the 3rd country.

It is so URGENT. My friends went to Mexico for the H1-Visa. Unfortunately, after 3-week check, he finally failed in getting visa yesterday. Now he is in Mexico, and can not get back to US. Does anyone know what he can do to get himself back to US ? Thankss. waitting on-line
