Xiaobaitu and other friend , re H-1 LCA

H1B的LCA是不是要在4/1才能批準? HIB的申請必需和 CERTIFIED LCA一起送交USCIS?如果是的話,所有公司不能在4月1號當天遞交申請,直到申請到LCA才可以是嗎? 因為我想提前準備好所有材料. 多謝啦!!
