help on SSN

H-4 changed to H-1 started from Oct,2006. when apply SSN, they issued a letter said it takes 60-90 days since their system still show my I-94 was F2!! I changed from F2 to H4 4 years ago!!! How could this happen? Since I do not have SSN now, I can't get paid. Have called CIS, but they said nothing they can do. Is there any trouble with this??? Please advise!!!Thanks!
