It may take shorter period if they have accepted

ur SSN application. Sometimes the SSN officer did not really know how long it will take, just use a longer period to cover contingency.

If ur application has not been accepted, u can bring all ur USCIS documents proving that you status was changed from F2 to H4 4 years ago and from H4 to H1. Give them everything and force SSN office to take them all in.

If u can't get paid, u could arrange a temporary loan with the company (or a cash advance,prepaid expenese). Accounting department will find the name for the cash advance. When you get ur SSN, rcompany could just deduct your salary.
