For Eb1a and NIW I140, my list is:

A) Application fee (check in the amount of $195)
B) Form: I-140
C) Notarized copies of passport, I-94 and all notices of approval for H1-B
D) My petition letter
E) All supporting documents

Notarized birth certificate and marriage certificate are only for 485. No matter where you are married, I would suggest to NOTARY your copy. Only $5 /page in our university. Nobody knows immigrant officers will ask RFE or not. Better not to use original, becuase USCIS always lose materials.
