H1b application in Mexico, first time to apply, help.

I have H1B and never go outside of the contry. If I apply H1 in Mexico and if I am denied, can I still comeback with my current H1 visa? Since this is the first time to apply H1, someone said I have to go to home contry to apply. Is that true? What's the risk to be denied in Mexico?
