If in china,they--parents, must "are" when interviewed and no exemption could be used. But a lot of passed. which means they must answer "NO".
In US, the question is "have you ever been", which means even you "Are NOT" but you "were", you still need to say "Yes", but they have exemption. However, some get passed with "NO".
Does it mean check cannot get it, right? -- that's only my 2 cents opinion. Pls advice. Thanks
