Yes, you can do a "English translation and Notarization" at a licensed notarization firm of the U.S., You need to bring the original marriage
certificate to the firm, they can translate for you (charge you another 10-20 US Dollars) or put a stamp on your prepared English translation paper (usually it costs 10-15 US Dollars) when you translated by yourself.
