His case is:

1) paper ~10, citation less than 20
2) reported once by He Bei Ri Bao
3) judge others: review one manu for a ACS journal
4) original contribution from his papers

USCIS rejected, on the base of:
1) HeBeiRiBAo is a LOCAL media.
2) citation too low, means that nobody is interested in his work.(although his paper were published recent years)
3) review one paper is not frequent and regular.

so he canot meet at least three of cirteria. then got deny from NSC. But another guy similar to this case was got approval from CSC.


Actually, if you case has enough EVIDENCE to prove you are NATIONAL or INTERNATIONAL acclaim, then you can get approval upon meeting three of the criteria.

However, SIMPLY meet 3 criteria is not enough. Your criteria must can stablish that you are the one at top level in yourfiled, evidence can include high citation, national/international award, media report, papers, and original contributions. Most important is the AWARD and MEDIA REPORT about YOU or YOUR WORK!

I would not like to discourage you, but I just remind you about that.

I hope your case is strong enough to get approval.
