Is it normal? Please help!

I'm leaving my current job. They cut my salary from May 1, 2006 (for the damn GC, I'd to take this even it is humilating). Yesterday I got the notice from the attorney that the ammentment of the H-1B for the salary cut was approved. But the starting date on that is OCT. 13, 2006. That means that the company cut my salary 5 months before this approved date. Is this normal? I'm feeling it is unfair to me. Please help me on this.
