Though it is bad for you.
Just like if a company wants to lay off H1-B, they will tell you first, give you only 1~2 weeks, and they send to the CIS the letter right away. It is not necessary that you don't have to be laid off until CIS approves it or confirms it.
But for ourselves as H1-B, what can we do? Life is always not fair to a H1-B.
I think it is normal.
