LC wage is the wage the company is supposed to pay you after you get your GC, so it doesn't have to pay you that wage before you get GC. But the company has to establish ablity to pay LC wage from your PD.
In your case, USCIS won't bother to ask you why your company is paying you less than LC wage. Instead, it will ask the company to show it has ability to pay the difference between what you are getting now and LC wage.
Whether your I-140 is approvable or not when it comes to A2P depends on how much you have been paid since your PD and your company's financial situation. If you got paid from PD, you won't get REF for A2P from USCIS even if your company's tax return shows negative net assets and negative net income.
