I had the same situation as you are having now. I was told by the fingerprint officers that I could do my fingerprint at the local ins office and did not have to do it in the office as shown on the notice. They told me that the local office have to take your fingerprint even if the office on your notice is not your local office. I am pretty shown that the representative for my fingerprint even talked about this issue with her supervisor on this issue because I like to make sure (therefore I could help some people who raise the question in this forum). At least you could call your local ins office to discuss the possibility.
