You should get your maple card without any problem. That is your right as a permanent resident in Canada. As long as you have a valid Canadian address, either from a friend or relative, they should start that for you when you land.

But in some rare case, the INS officer might not initate that application process for you since they feel that you are not going to live in Canada. That happened to me.
So remember to ask the officer when you landed whether he/she is going to start that process for you. If the answer is yes, you are safe.
If the answer is no, call the Canadian INS when you are in Canada. You can easily find the customer service number by search online. Tell them to start the process and mail the card to your friend/relative's address in Canada. I did that and have gotten my card.
