請教：485 ref是不是表示background check已經 clear?

申請情況如下:
NIW 140 and 485 filed in 09/2004
NSC
140 approved in 06/2005
485 PD 已經於7月份變current了

我6月底問詢了， 被告知background check still not clear
一個星期之後就受到了ref request.
485 ref是不是表示background check已經 clear?
這是件好事情嗎？謝謝大家。
