should I accept this H1 offer?

I am studying MS in accounting. I will graduate at the end of 2004. but , just several days ago, a company called me and told me that they want to sponsor me H1 if I am interested in their company. My job in this company is to do some paper work(officer).

But I a little hesitate because :

1.I do not have MS degree. I am not sure whether my H1 can be approved or not. Do people with BA of china easily get H1 approved in usa?

2. How long can I begin to work after my H1 application is mailed to INS?

3. If I begin to work before my H1 gets approved,and my H1 application gets denied by INS finally, it means that I work illegally?

3. if my H1 does not get approved, what is my status? still be F1?

Sorry for so many questons, I am really not sure whether I should accept this job or not?
