Absolutely no problem.

You have to use premium processing ($1000) to get approved within two weeks. But the premium processing for H1B may be terminated within weeks due to H1B quota being reached soon.

3. If I begin to work before my H1 gets approved,and my H1 application gets denied by INS finally, it means that I work illegally?

Cannot work until your H1B gets approved.

3. if my H1 does not get approved, what is my status? still be F1?

Yes.
