急急!請教-單位規定不做labor certification

在公立大學工作, 學校有工會, 規定不為staff member做labor certification. 想申請NIW.

是轉著彎證明 the labor certification should be waived, 還是直接說, 學校有工會, 規定不為staff member做labor certification.
