need advice for immigration

Finally decide to apply for immigration to Canada. But need some advice for preparation sincerely.
1. how to get police certificate in China and USA? what is the simple usual way to get it?
2. I saw they need the very detailed working experience materials with seal or signature. Is that true?
3.finish two master degrees in USA, do i still need to take any language test to show I can get full score in English?
