My in-laws were refused B2 visa about 8 years ago and are going to apply again this month. Should they honestly say "yes" to the question "Have you ever been refused a US visa?" on the DS-156 form, or just say "no"? It's been a long time and they have new passports now. I would really appreciate your comments.
