I don't think that could be the case because PERM started late March 2005 and it was a big mass until recently. There were not that many PERM-based LC approved from April 2005 to December 2005 at all. In additon, the BPC did not process 2004/2005 cases yet and they won't be processed until at least next year. I don't see who will use up the visa number once the PD reaches Jan 2005, particularly the vast majority of people going through EB1/NIW in 2005 have had their GC in hands already. Just my 2 cents.
