A: I work for a medical center that used to belong to TSC, I should have emphasized that this is the case in TSC, which is true. Most people going through those categories got their 485 approved in a few months in 2005, and a bunch got approved right before 01/2005. You can ask around if you don't trust me.

So you are trying to use a few example to cover mojority's case. TSC's processing date before Retrogression is on Jan, 2005, which means they have not touched the cases that are filed after Jan, 2005.

Sorry to tell you that the Retrogression is to strictly limit each country's visa number. And we are discussing EB1 and EB2, not EB3. It is true that unused visa number will be used on China, India and Mexico. But if you look at EB3's advance date, you can see that China only get a few days advance, but India and Mexico has advanced a lot. CIS is trying to maintain a date for worldwide retrogression on EB3. Unfortunally, India and Mexico are lagged behind Chinese EB3, so most of unused visa number are used on India and Mexico. Chinese cases will get their share after they catch up with Chinese EB3.
