Mytwocents, please help on follow-up question

Dear Mytwocents, thank you for your answers that I can transer my PD of RIR to my NIW once my I140 of RIR gets approved. One more question is: how can I transfer my PD of RIR to my NIW? In another words, should I write to USCIS to mention this before submission of my I-485? Thank you so much!
