If both your 140s are approved, and the EB2 with RIR PD is current, you can submit your 485. You need to include copies of both 140 approval notices. Write a letter stating that you want to use the rule of priority date retention to transfer your PD of RIR to your EB2. You need to say it clear that your 485 will be under the EB2 categeory but to use the PD of your RIR. This is referred as "cross-transfer of the priority date",provided that the 140 based on RIR EB-3 has been not revoked.
