1. You are right, your first 140 is no use for you right now, except the established PD. Sorry to know that.
2. Yes your PD is most likely retented. However, there is a catch here, if CIS knows that your first company no longer do the government business as they did before. CIS may revoke the 140, in that case, your old PD lost. Before that happens, you are right.
