You should start your LC with new company's name,even it mean that you have to wait a few months,as the
requirement of DOL, if you can't be hired by the employer who apply LC for you, your LC will became
invalid. I mean the ETA form must be signed by the
new company.
You may tranfer your H1B to F1 if you go to a higher
college than you current degree,USCIS doesn't know your immigration intention since you never file I-140.
