J1交流項目未結束 需要短期回國 簽證受回國2年服務的限製嗎？

請教：
我去年5月份簽證J1，DS2019今年5月底到期，學校已經延至年底。今年5月份計劃回國約2周然後返回，我原來的簽證上寫著必須回國服務兩年（212e)那麽今年回國後再返回簽證是否受到這個2年的限製？
此外我去年簽證的時候已經交過SEVIS FEE 了，還需要交嗎？
