I filed canadian PR application early 2004. In August 2004, CIS - Buffalo office sent me a letter indicating immigration request approved with no need of interview. Then, I mailed out all background check docs & medical report in Nov 2004. In April 2005, CIS sent me a letter of immigration approval notice and asked me to mail passport for stamping immigration visa. However, I found the pay receipt in that letter is for another applicant. To be responsible, I questioned CIS. Buffalo office admitted their mistake, but rejected my immigration visa by saying that my background check is still in process. Since from then, I've inquired and complained many times, but CIS insisted the backgraound check not over yet. I feel CIS mis-handled my file as it's very unlikely the background check takes more than 12 months (only takes 4-8 months for most applicants). Anyone has similar horrible experience and any suggestion how to push CIS to correct the mistake? Thanks.
