can I apply F-1 visa in Canada

I came to US about 5 years ago and changed status twice (J1-H1-F1). I am currently studying for my PHD degree. I just got my Canadian PR and wanna go landing about 2 month later. Can I apply F1 visa in US consulates in Canada? Easy or hard? Any suggestions will be greatly appreciated. Thanks.
