Urgent Help:University Refuse to Authorize G-28 form(wait online

My Perm was approved at the end of Oct. My attorney are preparing to submit the I140 now. But the HR of the University refused to authorize the G-28 form.
Lawyer told me that even I can sign G-28 after he did some change for the form. I don't know if it will bring any potential problem in my application.
If someone met the same problem before, would you kindly share your information? By the way, what should I do to persuade the university to fill out G-28 to authorize my lawyer to submit I140?
