G28 is to authorize the lawyer to represent the petitioner, which is your university for your OR I140.
The university can sign the I140 for you without the G28. In this case the approval notice will be sent to the university instead of the lawyer.
If the G28 is signed, (almost) everything will be sent to the lawyer.
