Help on NIW RFE

I filed my NIW petition to CSC in the mid July, and got RFE this Friday. The following is the excerpt of the letter. Please share your opinions. Any comment and suggestion will be highly appreciated.

Background: PhD from China in Mechanical Engineering, current a postdoc at a University working on a NASA project.
26 publications (most first author, half in international journals)
8 recommendation letters

If the petitioner wishes to receive an exemption of a labor certification, the petitioner must submit persuasive documentary evidence that the exemption would be in the national interest. As submitted, the evidence is insufficient to clearly demonstrate that exemption would be in the national interest. The petitioner is therefore offered opportunity to offer additional support for its application for the exemption.

For a review of the petition, it appears that the petitioner/beneficiary has demonstrated significant experience and expertise as a researcher in the field of mechanical engineering. However, the petitioner/beneficiary’s claims that a waiver of job offer is “in the national interest” are, in this case, mostly general in nature. Most of the submitted supporting letters appear to be from associates, professors, employers and/or colleagues in the petitioner/beneficiary’s field and are more akin to “reference letters” than to testimonials to his individual potential to benefit the country on a “national impact” level. It is unclear, from the documentation submitted, how the petitioner/beneficiary specifically intends to utilize his experience and abilities --- more than any other individual among other highly qualified Research Scientists in the field --- toward the prospective national benefit of the United States. What are the petitioner/beneficiary’s specific plans? How will his (as an individual worker) continued or future employment in the field accomplish these goals on a national level? (Merely working in an important area or sub-field of mechanical engineering--- which may have in the past or could conceivably benefit the national interests is not sufficient to demonstrate eligibility for the requested waiver).

Please submitted more specific evidence to demonstrate that the granting of the beneficiary’s waiver request and E21 petition would have a significant impact on his area of expertise--- on a national level---And that his proposed work will substantially benefit the United States to a greater degree than the work of others in the field.
