I wrote a similar letter as petition letter but with the address of the reasons USCIS rejected me. Since my lawyer rejected to let me look at the original letter he wrote, I was afraid to miss something and wrote such a letter. My feeling is that:
1) Collect several high quality ref. letters from big name. This point is very important;
2) Do not put everything in your letter. Pick up those important thing;
3) Check some website and try to understand the standard for petition.
I do not think I worte a good letter because it was too hurry to do that. However, some points helped me, such as ref. letters and new evidence that other scientists use my achievements. I also feel AAO did check everything I submitted based on the letter they wrote.
It took me 6M to get my appeal approved. Thinking about your situation and see if it worth to do appeal or it is better to submit a new one. Whatever, appeal is another chance.
