Since you obviously have no intent to live in Canada (by sneaking back to US and the sole purpose to go to Canada this time is to regain a US visa, you may be refused an entry to Canada if they realize that.
So, you have to accept the fact no attorney can gunrantee that you can get a H4 visa, even you pay. Plea to VO sincerely based on family reunion ground may be your best chance.
Now what a lawyer can do for you is probably to argue that the past more than 180 day in the US is not a illegal stay. I am not sure how this work, you need to find a good and reputable attorney for that.If that fails, you are likely to be banned for 3 years. Judge was right as she/he don't need to impose that ban. But the ban was built in into the law and will be enforced by Visa Officer.
You need to think of a backup plan -- such as land a decent job in Canada, that may increase your chance to get a visa to US.
You have repeatly chose "shortcuts" which turned out to be very costly. Now the waiting 20some days for visa in Canada looked like a real bargin, isn't it?
Don't make that mistake again.
