Try the following:
(1) ask for help at check-in in the airport - i.e. help during the transition in Japan. If the staff working there feels that your mum needs assistance they would arrange it. In this case a ANA sticker would be provided as an indication. Your mum will be guided all the way to the bus of ANA Hotel NARITA. Once she is in the hotel everything should be ok. There is also Chinese speaker working there. You can also call the hotel at any time: (0476)-33-1311. You need to provide your mum's name then her roon # will be found after her check-in. You can talk to her directly when she is there.
(2) Provide a polite letter (better with both English and Japanese), ask for help on the airplane, give the letter to the staff who works in the airplane. More likely they would arrange the assistance as in (1).
