Help needed, Please!!!!!!!!!!

I filed my I-140 & 485 on Sept. 29th, and the package was delivered to CSC on Sept. 30th. But today the whole package was returned, and the reason is that "visa is not available at this time".

I want to argue with CSC. Can anyone give me some suggestions? Many many thanks.
