I think we put too much trust on some Chinese lawyers.
That was the reason for the previous misunderstanding.

After replying your previous messages, I kept thinking
something was not right. So I read all the memos by Mr.
Yates, the big boss of CIS, and realized Mr. Fan
did not interpret the regulations correctly. I also
read how other American lawyers interpret the regulations. It turns out that the truth is as long as you are waiting for your I-140 or LC approval which has been filed for more than 365 days, you can apply for H1b extension beyond the 6-year limit without time limit, which is good news.
