You were wondering if you can extend your H1b more than three years beyond the
6-year limit while waiting for the approval of your I-140 or LC. I apologize
for not giving your the accurate answer in the previous communications. Mr.
Fan (the lawyer) probably also misunderstand regulations related to this issue.

My most updated study on this issue tells YOU CAN APPLY FOR THE H1B ONE-YEAR INCREMENTAL EXTENSIONS UNTIL A FINAL DECISION IS MADE TO YOUR I-140 OR LC. This means as long as you are waiting for your I-140 or LC approval which has been filed for more than 365 days, you can apply for H1b extension without limit (certainly more than 3 years). I believe this is true. I intend to further verify this statement.
