Last week, one of my friend got NIW approval after 2 months waiting. His LC is in backlog.

Actually, applying for NIW is to say, that since LC takes a long time, you want to avoid the waiting, and besides, you will benefit the U.S. That doesn't mean that you can't file LC in NIW.
