Can be filed once LC approved?

Is it the case that once LC is approved ( both state and federal levels), then 140, 485, and 765 ( for EAD ) can be filed at the same time? Looks like 765 takes the shortest amount of time, and getting EAD would allow the applicant to work while 140 and 485 are still pending for approval?
